This page provides information on the development of the Railbelt Reliability Council’s (RRC) 2026 budget.
The RRC is funded through a surcharge paid by Railbelt Load-Serving Entities (LSEs), which include CEA, GVEA, HEA, MEA, and SES. In accordance with the Equitable Allocation of Costs Rule (ER13), surcharge costs are allocated based on each LSE’s net energy for load. The surcharge is subject to final approval by the Regulatory Commission of Alaska (RCA). Current surcharge amounts are available in Tariff Sheet 26 of the RRC’s Tariff.
The RRC’s budget development process is conducted publicly and transparently. RRC staff prepare successive iterations of the proposed budget, which are presented to the Finance & Audit Committee for discussion and, where appropriate, recommendation for action. All committee meetings are open to the public.
Formal approval of the budget and the associated surcharge filing occurs through a vote of the RRC Board of Directors. Following Board approval, the surcharge filing is submitted to the RCA for regulatory review and final approval.
To further support public engagement, the RRC will host three public review sessions during the budget development process. These sessions are intended to provide stakeholders and interested parties with an opportunity to learn more about the proposed budget and RRC work plan and offer input.
A detailed schedule of the 2026 budget development process, including meeting dates and public review sessions, is provided below.
