Our Staff

Mr. Jenkin is the CEO and president of the RRC. He is a registered Professional Electrical Engineer (Alaska) and over 30 years of experience in Alaskan utilities in a variety of roles including executive leadership. He most recently served as Chief Energy Transformation Officer with Matanuska Electric Association (MEA). There he worked with a team evaluating and implementing fuel and generation opportunities, including low-carbon solutions consistent with the associations goal to reduce reliance on natural gas.

David Burlingame is the Chief Technical Officer (CTO) of the Railbelt Reliability Council as well as a Principal at Electric Power Systems, Inc., a consulting firm that supports power distribution, transmission, and generation for utilities, large industrial users, and IPPs. Mr. Burlingame is a registered Professional Engineer in Alaska, Hawaii, Guam, Oregon, Washington, and the Commonwealth of the Northern Marianas.

Bayunt Ollek is the Chief Administrative Officer (CAO) of the Railbelt Reliability Council. He is the Lead of the Sapere Consulting's Energy Solutions Practice. Mr. Ollek applies a background in engineering and project management to manage and coordinate administrative developments within the organization.
