(RC) Reliability Coordinator

This standard describes services, responsibilities and requirements for the Reliability Coordinator (RC) The RC is referenced and required in several standards but has never been implemented in the Railbelt. This standard creates the Reliability Coordinator, a committee established by standard that will be monitored and evaluated for compliance by the RRC.
